It's time to own up.
For a few weeks, now, I've been designing a social experiment based on the the Third Wave social experiment. Rather than use the exact workings of the experiment, I decided to see what the backlash would be if the management suggesting to implement a similar system. I was the person behind this all, I created topics, did admin edits and post ownership changes and the like. There isn't an actual Admin Hub and within my administrator role's lifetime, there very likely won't be. Nothing within it is true (asides from the general feeling that both Off-Topic mods and Fraxy Mods are genuinely extraneous).
Realistically, we couldn't remove all control and administration from a larger staff base because it'd lead to similarly autocratic regimes as the one in the Third Wave.
Being completely honest, I wasn't entirely sure what to expect. Social experiments never really work out the way you think they will. I chose Hyphen, Spider and MintE on the basis that they were most likely to oppose such a change; of course, this seemed to turn out in the opposite fashion; Hyphen not only believed it but accepted it, and seemed incredibly anti-establishment, not at all against the possibility that some individuals might have so much power that they could abuse it as has been shown in the past. He also succumbed to a lot of rather obvious reverse psychology, it seems:

SK fulfilled part of that role, and Flan partially the same.
Spider was notably absent.
MintE was true to his word about staying off the forums and withholding an opinion, so that was also wasted.
In terms of a staff reaction, Connor was very interested to see the outcome. Aqua took a stance that was partially with the stuff I made up, but spoke up against my editing when certain opinions were being made that weren't his own. Alex began to assert that he had no problem with not being told, but seemed apprehensive of the new system.
What was most interesting was the silence in terms of actual stuff from the regulars who were online at the time. Nobody really commented other than the abject "failure" I had acted out. SK's already been mentioned, but nobody else said anything. It was weird, almost like they didn't care.
All in all, the UFF's shown that there is a rather less than cynical approach to what is almost a fascist regime.
Well done, you all suck. SK and Flan especially.
