Hierarchy Rejig

As of today, there have been a load of new changes to the active staffing of the forums.
The new system involves four groups: Admins, Global Mods, Fraxy Mods and Off Topic Mods. Admins and GMods are as they were before.
The Fraxy Moderators have moderator powers over all of the Fraxy HQ section as well as the Competitive Fraxy section. The two new Fraxy Moderators are SPIDER and SnipeHeart.
The Off Topic Moderators have moderator powers over the Off Topic section. The two new Off Topic Moderators are Rumia and Flandre Scarlet.
The old positions of PotN Moderator and Contest Moderator have been abandoned. Kamui OS and Soul Kin have both been given Retired Staff positions.
Expect adjustments to finish the job within a couple of days.
