Action 2: Cast a better regen
Action 3: if action 2 fails, do action 2, else wait

Action2:if action 1 fails, do action 1, if it succeeds, raise my HP cap
Action3:if action 1 fails twice, do action 1, if action 2 fails, do action 2, if they both succeed, move on
